1. The Bey of Tor
The Bey of Tor is not a babysitter. We are all adults and it required that you act like one. If you do not feel that you can act in this manner then you are encouraged to leave immediately.
That being said, the Bey will not involve himself in the disputes between slaves or between the disputes of the Free unless those disputes threaten the continuity of the role play of the City of Tor.
Furthermore, slaves will not go running to the Bey when a Free of the City makes a ruling on something such as a punishment either while the Bey is present or while He is otherwise engaged. The Bey is a very busy Man. If any slave has an issue you may go speak with Amani who will handle all slave issues and training.
The Bey of Tor is also not your daddy. His job is the attending of City Business and Legal Matters pertaining to the Free Citizens of Tor. His job is not solving every little dispute that may arise in the City which can be worked out between two adults in an adult fashion. For example, there is a Free or a slave that has entered the City whom you do not like do not go running to the Bey about it in mail causing senseless strife. Solve it on your own in accordance with the City Laws. That is why they are written. If you don't feel you can do that, then please feel free to leave.
2."OOC Drama" and "Flaming"
These actions are not allowed in any form.

Role play by its very nature can be dramatic however its quite obvious to intelligent people when a person is causing OOC drama to stir up the pot so to speak.
Flaming
Defined as Personal Verbal Attacks is also grounds for a ban from the City of Tor. For example, if a person comes into the City making personal attacks on any other person even for the intent of invoking a RP fight then that person is obviously guilty of Flaming. Is very BAD FORM to insult, degrade, or involve someone's personal life into Flaming Attacks for the intent to bring about a role play match.
There is a 100% ZERO Tolerance Policy in effect on Flaming and OOC Drama in the City of Tor. There is only ONE penalty and that is the complete BANISHMENT from the City permanently.
Such actions serve to only detract from the enjoyable experience of other people. Two Words: Grow Up.
3. Realistic Role play
One of the main concepts behind the Role play of Gor has always been its stance on realistic role play. That is one cannot perform actions IC that one could not perform in real life especially concerning combat. Feats of impossible odds such as one Free versus 300 City Guard are quite impossible. There is no magic in Gor. Feats of super human strength and or abilities are disregarded as invalid. Following this realistic role play concept, Travel distances and times are enforced in the City of Tor as well. For example, one does not simply stroll in through the Gates of Tor five minutes after leaving from the City of Ko Ro Ba. Travel times and distances involved prevent this. One does not simply hop on his Tarn and fly to Tor either. Realistically the bird would die of heat exhaustion and lack of water in mid flight sending the overtly stupid Tarnsman crashing to his death on the floor of the Tahari due to the tremendous distances involved between water and food sources. There are only a few ways to come to the City of Tor and if one wishes to role play within the confines of the City these should be readily known should you be questioned by a Free of the City.
4. New People
It is understood that occasionally new people will appear in Tor from time to time that are interested in joining/learning about Gor. These may be Free or slaves. They should post that they are indeed new to Gor as trying to fake their way through it becomes quickly obvious to the ones who taken the time to learn Gor. Any new people should contact the City Bey as to positions and/or roles open for use. If you do not know who the City Bey is then ask publicly or sign up to the forum for clarification. Additionally for those already involved in the Role play of the City of Tor, it is encouraged that new people are greeted and welcomed in Tor if their intentions are to join the City to further contribute to the role play. For new people, training materials, various website addresses of information, and even the books either in Ebook format or .doc files (for Androids/Smart Phones.) Contact the Amani for details.
5. Kill Zone Law
Kills may ONLY be made while IC against a another IC. It is however encouraged that there be prior communication between both and the Bey should be informed of the impromptu Match as to enliven the role play of the City of Tor.
Only the Bey will Judge combat in the room, should he be absent, then it should be placed on the PoD boards for judgement. A mutual judge must be agreed on before combat or failing that before posting to the PoD boards. (no guest will be allowed to Judge combat in Tor) In the case of a dispute then combat will be posted to the PoD boards for a site judge to pass a ruling.
A death must be witnessed by another Free. Kills made on slaves by Free are allowed but the death must be witnessed by another Free of Tor or a Guest of the City. In both cases the death must be posted on the City in the Cities of Dust. and at least one Free needs to post as witness to the death.
6. Capture Zone Law
Un-owned girls may be captured in the City of Tor provided that the Free capturing the girl is either a Citizen of Tor or a Guest of the City. Visiting Free, unrecognized by City Administration as Guests of the City, are NOT allowed to capture slaves. If a slave is to be captured in the City of Tor, in accordance with City Law, then a full detailed role play of the Capture should be performed then confirmation posted on the City Scrolls under Capture/Collaring/Release/Death section by the Free capturing the girl . A Citizen of Tor may capture the slave, if Citizen desires the slave, the Citizen must speak with the Bey. The slave becomes Property of the City and her status within the City falls under City control.
7.Citizenship
Any Free wishing to become Citizens of Tor should inquire with the Bey as to positions and/or roles available, be able to prove a comprehensive knowledge of not only the Gorean role play, but of the City of Tor and the Tahari as well. Citizenship Ceremonies shall be performed, and all Citizens are required to swear an Oath to the Homestone. All Citizens will be provided with the books if needed and are required to uphold and enforce these Laws within the City.
8.Slaves
Any un-owned girls wishing to become City Slaves should contact the Bey. City Slaves are required to follow the Slave Rules of Tor, contributing to the City or they do not deserve their collar. New girls, no matter what their level of training, will be required to undergo the Training Course. Girls undergoing training are expected to follow the Training Course as it is provided. Laziness will not permitted. Continued absences and excuses will not be permitted. If you want to learn it then learn it and contribute to the City. Also, slaves must fill out their slave papers located in the Scrolls on the forum. If the new girl feels she can not do this then it is suggested that she try the BDSM rooms. Gor is not for mere submissive just as it is not for mere Dominants.
9.Training
City Slaves will be required to train and lean the materials provided. The eventual goal is that every City Slave no matter what their prior training level completes the full training course so that their Red Silks may be certified by the City of Tor. Girls who have completed the training course are subject to sale afterwards. Contact the City Administration to inquire which girls are can be bought. See Amani for training if the First Girl is not around.
10. Guest of the City Status
Visiting Free from any City in Gor should present themselves to the Bey immediately upon their arrival in Tor, providing a sensible RP explanation as how they came to be in Tor, and if they wish to claim Guest of the City status, the Bey must recognize them in the manner of the Traditions of the Tahari at which time a comment will be left on their profile of this status. Guest of the City status gives the Free the right to capture un-owned slaves within the City for the City. The right to speak their peace in the Councils of the City of Tor, and the right to act as Judge in matters pertaining to Matches when another Free of Tor or the Bey is not present. Guests of the City are asked to protect and defend the City of Tor as they would their own Homestone while they are in the City. Guest of the City status can be revoked at any time. Those Free having not been recognized as a Guest of the City do not have the rights of the Guest though they do retain the basic Rights of a Free upon Gor. Any violation of this law constitutes an insult to the City and is dealt with harshly. In other words, have the courtsey to ask as you would want the same courtesy afforded to your City if a Free of Tor visited there.
13.High Council of the City of Tor
Any members of the High Council retain Ops in the City and work in conjunction with the current Administration for the betterment of the RP of the City of Tor. Council Members are considered Trusted Free of Tor and in the absence of the Bey their Ruling is final on all matters. Slaves are not given Ops in the City of Tor ever, don't ask. Ops are for the Free. The High Council holds jurisdiction over legal matters in the City, conferring of Citizenship to the Free, enslavement laws and rulings, and Trade of any sort. It should be further noted that High Council Members, like the Bey, are not baby sitters nor do they involve themselves in the squabbles of slaves. Their job is to keep the peace in the City and to safeguard the Role play of the City of Tor according to City Laws.
